NITI Aayog Releases SDG India Index 2.0 :  towards achieving the 2030 SDG targets.
  • launched by NITI Aayog Vice Chairman Dr Rajiv Kumar 
  • developed in collaboration with Ministry of Statistics and Programme Implementation (MoSPI), United Nations in India, and Global Green Growth Institute 
  • Three states in the ‘Aspirant’ category (with score in 0–49)—Uttar Pradesh, Bihar and Assam—have graduated to the ‘Performer’ category (50–64). 
  • Five states—Andhra Pradesh, Telangana, Karnataka, Goa, and Sikkim—moved up from the ‘Performer’ category to the ‘Front Runner’ category (65–99). 
  • Kerala achieved first rank in the composite SDG Index with a score of 70, followed by Himachal Pradesh at 69. Andhra Pradesh, Telangana & Tamil Nadu ranked at third position with the score of 67. 
  • The biggest improvers since 2018 are Uttar Pradesh (which has moved from the 29th position to the 23rd), Orissa (23rd to 15th), and Sikkim (15th to 7th).

NASA's PUNCH Mission : which stands for “Polarimeter to Unify the Corona and Heliosphere” is focused on understanding the transition of particles from the Sun’s outer corona to the solar wind that fills interplanetary space.
PUNCH will consist of a ‘constellation’ of four suitcase­ sized microsats that will orbit the Earth in formation and study how the corona, which is the atmosphere of the Sun, connects with the interplanetary medium. The mission is expected to be launched in 2022.
The mission will image and track the solar wind and also the coronal mass ejections – which are
huge masses of plasma that get thrown out of the Sun’s atmosphere. The coronal mass ejections
can affect and drive space weather events near the Earth.

Facebook’s new digital currency Libra is aimed at a huge potential market for financial services in the developing world, where billions of people don’t use traditional banking accounts. Libra can ‘provide a universal and stable currency’ which is easily transferable.

  • CCEA Chaired by PM Modi gave its approval for the creation of a corpus of Rs. 2000 crore for Agri-Market Infrastructure Fund (AMIF) to be created with NABARD for development and up-gradation of agricultural marketing infrastructure in Gramin Agricultural Markets and Regulated Wholesale Markets
  • AMIF  will provide the State/UT Governments subsidized loan for their proposal for developing marketing infrastructure in 585 Agriculture Produce Market Committees (APMCs) and 10,000 Grameen Agricultural Markets (GrAMs).

District magistrates in all States and UTs to set up Foreigners Tribunals
  • With Assam’s National Register of Citizens as the backdrop, the Ministry of Home Affairs (MHA) has laid out specific guidelines to detect, detain and deport foreign nationals staying illegally across the country.
  • MHA has amended the Foreigners (Tribunals) Order, 1964 & has empowered district magistrates in all States and Union Territories to set up tribunals to decide whether a person staying illegally in India is a foreigner or not. Earlier, the powers to constitute tribunals were vested only with the Centre.
  • The tribunals are quasi-judicial bodies, unique to Assam, to determine if a person staying illegally is a “foreigner” or not. In other parts, once a ‘foreigner’ has been apprehended by the police for staying illegally, he or she is produced before a local court under the Passport Act, 1920, or the Foreigners Act, 1946, 
  • MHA sanctioned around 1,000 Tribunals to be set up in Assam in the wake of publication of the final NRC by July 31 , 2019.

To review Economic Capital Framework / Bimal Jalan Committee:
  • RBI has constituted a panel on economic capital framework. It will be headed by Ex-RBI governor Bimal Jalan.
  • The panel will decide whether RBI is holding provisions, reserves and buffers in surplus of the required levels.
  • The six members panel was constituted on Dec 26, 2018 to review ECF for RBI after FinMin wanted the TBI to follow global best practice and transfer more surplus to the Government.
  • The RBI has 9.6 lac crore surplus with it.
  • FinMin views that buffer of 28% of gross assets maintained by RBI is well above global norms of 14%.
  • It would propose a suitable profits distribution policy taking into account all the likely situations of the RBI, including the situations of holding more provisions than required and the RBI holding less provisions than required.
  • The ECF committee will also suggest an adequate level of risk provisioning that the RBI needs to maintain. That apart, any other related matter, including treatment of surplus reserves created out of realized gains, will also come within the ambit of this committee.
  • In past issue of ideal size of RBI reserves was examined by three committees :
    1. V subramanyam in 1997
    2. Usha Thorat in 2004
    3. YH Malegam in 2013
  • The Malegam Committee estimated the excess (in 2013) at Rs 1.49 lakh crore.

India's first Lokpal : PC Ghose

  • Retired Supreme Court Judge Justice Pinaki Chandra Ghose, 66, has been recommended to be India’s first Lokpal or anti-corruption ombudsman of India. 
  • His name was finalised and recommended by the Selection Committee comprising PM Narendra Modi, Chief Justice Ranjan Gogoi, Lok Sabha Speaker Sumitra Mahajan, eminent jurist Mukul Rohatgi. 
  • Leader of Opposition in the Lok Sabha and Congress member Mallikarjun Kharge, who is part of the Committee, did not attend the meeting.



Airpocalypse III: assessment of air pollution in Indian cities and National Clean Air Programme (NCAP)


  • A Greenpeace India report, which identified 139 cities where air pollution level exceeds national standards, said the NCAP is based on limited data from 2011-2015 and that’s why a large number of highly polluted cities have been kept out of its purview. 
  • The Ministry of Environment, Forests and Climate Change (MoEFCC) launched the five-year action plan earlier this month to reduce air pollution by 30 per cent by 2024, with 2017 as base year. 
  • The report title ‘Airpocalypse III’ analysed air pollution data of 313 cities and towns for the year 2017. It said that of the 313 cities, 241 are on the list of non-attainment cities (highly polluted cities), but the NCAP has included only 102.

NAHEP National Agricultural Higher Education Project :
  • ICAR has recently launched Rs 1100 crore ambitious NAHEP to attract talent and strengthen higher agricultural education in the country. 
  • This project will be funded by World Bank and Indian Government on a 50:50 basis. 
  • In addition, a 4 year degree in Agriculture, Horticulture, Fisheries and Forestry has been declared a professional degree.

Zearalenone 
  • is a fungal toxin infesting cereals such as wheat, maize and barley. 
  • It attacks crops while they are growing, but can also develop when cereals are stored without being dried fully.

Satkosia Tiger Reserve 
  • is a tiger reserve located in the Angul district of Odisha
  • It is located where the Mahanadi River passes through a 22 km long gorge in the Eastern Ghats mountains.

GOVT EASES ANGEL TAX EXEMPTION NORMS :
  • Start up will get exemptions for Angel tax
  • There will be changes made in Income Tax Act 1961, 56(2) 7b.
  • Start up Cos will send their application details to DIPP of MC&I. 
  • It will send to CBDT to decide on Angel tax.
  • In 45 days, CBDT will decide on it.
  • Angel Tax : When unlisted Cos or Start ups issue the shares for investors on more than the original price i.e. fair market value ) to receive the funds (angel funds) for their business , the Income tax dept applies taxes by considering extra price of Share as Income of Start up Cos. It was started in 2012 to prohibiting Money Laundering.

Umesh Sinha Committee :
  • Election Commission (EC) has constituted 14 member committee headed by Umesh Sinha to suggest changes to Section 126 of the Representation of the People Act, 1951 (RP Act) in view of social media expansion.

Rat hole mining became dangerous in East Jaintiya Hills of Meghalaya :  In 2014 , NGT has prohibited Rat Hole coal mining in India but It was illegally carried out in various parts in India. Recently 15 Labourers are stuck while carrying out Rat hole mining in the Jaintiya hills of Meghalaya.


Yellow vests movement also referred to as the yellow jacket movement, is a protest movement that started online in May 2018 and led to demonstrations that began in France on 17 November 2018 and rapidly spread to Wallonia, Belgium. Import, manufacture and sale of nebulizers, blood pressure monitors, digital thermometers and glucometers to be regulated by Drug Controller-General of India to bring them under the purview of the Drugs and Cosmetics Act, 1940.  Total 27 instruments are now under purview under this act.

Health Ministry has proposed expanding the list of devices in 8 new categories, under the definition of ‘drugs’ to bring them under the purview of the Drugs and Cosmetics Act, 1940.

  • India’s heaviest satellite GSAT-11, that would boost broadband services in the country, was successfully launched by an Arianespace rocket from the French Guiana in the early hours of 5 December. 
  • Blasting off from the Ariane Launch Complex at Kourou, a French territory located along the north-eastern coast of South America 
  • Ariane-5 vehicle injected GSAT-11 into the orbit in a flawless flight lasting about 33 minutes. Weighing about 5,854 kg, the GSAT-11 is the “heaviest” satellite built by ISRO. It is a next generation “high output” communication satellite configured around ISRO’s I-6K Bus, and has a designed lifetime of more than 15 years. 
  • Post-separation, ISRO’s Master Control Facility at Hassan, in Karnataka, took over the command and control of GSAT-11 and found its health parameters normal, the space agency said in a statement. Calling the satellite a fore-runner in a series of advanced communications satellites with multi-spot beam antenna coverage over Indian mainland and islands, ISRO said GSAT-11 will play a vital role in providing broadband services across the country and also be a platform to demonstrate new generation applications.

Oxford Economics Report :

  • Indian cities will make up most of the fastest-growing cities in the world between 2019 and 2035, considering the year-on-year Gross Domestic Product growth, said a report by Oxford Economics. 
  • Over 17 of the 20 top cities on the list will be Indian. The report said that Indian cities including Bengaluru, Hyderabad, and Chennai will be among the strongest performers across the globe. 
  • According to a Bloomberg report that cited Richard Holt, Oxford’s head of global cities research, India will dominate the top 10 cities in terms of economic growth over the span of 20 years. 
  • Surat, a commercial center for textiles in Gujarat, will witness the fastest GDP growth by an average exceeding 9%. While economic output in many of those Indian cities will remain rather small in comparison to the world’s biggest metropolises, aggregated gross domestic product of all Asian cities will exceed that of all North American and European urban centres combined in 2027. 
  • By 2035, it will be 17 % higher, with the largest contribution coming from Chinese cities. 
  • Little will change at the top of the list of the world’s biggest cities between now and 2035. 
Mission Raftar :
  • The mission aims at doubling average speed of freight trains and increasing average speed of coaching trains by 25 kmph over a five year period. 
  • It was launched as part of strategy of Indian Railways to keep pace with growing competition from competing modes viz. road and airlines etc. 
  • Under it, specific actions and policy decisions have been initiated on railways for addressing different factors inhibiting average speeds.
  • Under it, major constraints to rail mobility such as non-uniform sectional speeds have been identified and multi-pronged strategy has been developed to overcome the existing impediments due to fixed infrastructure, movable infrastructure, operational practices and institutional mechanisms.

Disaster Risk Index 2018 : 


  • India’s first Disaster Risk Index was released in June 2018.
  • The index prepared by the Home Ministry in association with the United Nations Development Program (UNDP) is now in the form of a draft report.
  • According to which Maharashtra is the most vulnerable state in India i.e. is at top position.
  • The disaster index is currently in form of a draft, which is yet to be officially released by the Centre.
  • The list was prepared by the Ministry of Home Affairs in coordination with the United Nations Development Programme (UNDP).
  • Maharashtra is followed by West Bengal, Uttar Pradesh and Madhya Pradesh respectively.
  • While Delhi is at ‘most risk’ among Union Territories.
  • The index gauges potential hazards and disasters across the 640 districts of the
  • It has been ranked on the basis of the disadvantages of population, animal, agriculture and environment against the disasters.
  • According to the index in the recent past, some states like Gujarat, Tamil Nadu, Assam, Tripura, and Himachal Pradesh have taken significant steps in Disaster Risk Reduction (DRR).
  • Among districts, Maharashtra’s Pune tops the list with a vulnerability factor of 9.48 on a scale of 10.
  • Pune is closely followed by Bengal’s North 24 Parganas and South 24 Parganas. Bangalore and Gulbarga in Karnataka also make the list
